Summary
Sequence of Play: 1 player performs all phases:
- Place 3 new population markers, also
- province receives 2 markers per Agricultural wealth
- province receives 1 marker per other type of wealth
note: limit of 10 markers per province
- Colonization
- move 3 or more markers to an adjacent, unoccupied area
- barriers do not apply
- markers which colonize cannot move in the next phases
- Movement
- move markers to adjacent occupied areas
- barriers apply
- Expansion by negotiation or combat
- negotiation, mergers possible
- expand by moving tokens into adjacent enemy-occupied province
- attacker can roll as many dice as he has armies
- even result is attacker victory, odd is defender victory
- Defenders may withdraw at any time to friendly-occupied province
- victorious attackers can attack other adjacent occupied provinces
- no garrison requirement, province can go vacant
- Draw 1 Yang and 1 Yin card
- before looking at cards designate a province for each
- resolve effects (may be same province)
- Yang cards may be saved
Wealth Tokens:
Winning:
- control 15 provinces by occupation or encirclement, or
- eliminate all opposition, or
- or have the most points when Mandate of Heaven drawn:

- Taiwan adjacent to Checkiang, Fukien and Kwantung
- Korea adjacent to Shantung and Liaoning
- Barriers:
- May not attack over mountain, river, wall or sea without appropriate Yang card
- if majority of border has a barrier, barrier applies to entire border
- If multiple barriers, only need to cross the barrier of highest precedence:
- Great Wall takes precedence over mountains
- Mountains take precedence over water barriers
Setup: high roller is first player for game, then clockwise.
- players place 3 tokens per province:
- Find and remove Mandate of Heaven of Yang deck.
- Shuffle decks.
- Put Mandate of Heaven at bottom of Yang deck.
- Decide whether there is a mountain border between Honan and Shensi or not.
Notes on Rules Ambiguities:
In calculating
battle we rule that the active player must move all the forces in first,
then ensues a number of rounds of dice rolling where the number rolled is
equal to the size of the smaller force.
